Is Health Expenditure the only factor affecting Infant Mortality?

The region wise infant mortality rate and health expenditure is shown in the first graph (map). The interesting fact is that, although some regions have higher health expenditure ( as a % of GDP), their infant mortality is high implying there are other factors to be considered.
